Every single time a downpour paralyzes an East Asian metropolis, the media runs the exact same script. Footage of brown water swallowing sedans, headlines screaming about angry heavens and unprecedented cloudbursts, and a chorus of hand-wringing experts blaming an angry climate. It is lazy, it is comforting, and it is entirely wrong.
Nature does not design cities. Bureaucrats, civil engineers who stopped reading textbooks in 1985, and municipal growth lobbies do. When four people die and thousands are stranded in Japan amid record rainfall, the automatic reflex is to point at the rain gauge and sigh about the wrath of Mother Nature. That reflex lets the architects of urban vulnerability completely off the hook.
Stop calling these natural disasters. They are engineering failures wrapped in meteorological excuses.
The Comforting Lie of the Record Rain
The lazy consensus in modern disaster reporting relies on a single, intellectually bankrupt concept: the anomaly. Every major flood is branded as a once-in-a-century event, as if centuries are uniform blocks of time rather than rolling averages that naturally trend toward extremes. When a storm drops ten inches of water in twenty-four hours, journalists treat it like a meteorological sniper attack.
It is not a sniper attack. It is predictable physics meeting vulnerable concrete.
I have watched local governments spend billions of dollars on structural vanity projects while ignoring the basic geometry of drainage. They pour money into massive concrete revetments, coastal sea walls, and subterranean cathedrals meant to hold storm runoff, all while approving high-density asphalt jungles that completely eliminate natural soil absorption. You cannot pave over every square inch of a flood plain, stick a million people on top of it, and then act surprised when water demands its ancient path back.

It cost political capital, and it required admitting that absolute control is a myth.
Japanese municipal planning, by contrast, remains addicted to the concrete fix. Drainage tunnels carved deep beneath Tokyo, like the Metropolitan Outer Area Underground Discharge Channel, are engineering marvels. They are also band-aids on an arterial wound. They buy time. They do not solve the fundamental mismatch between concrete coverage and precipitation volume.
When an extreme weather event hits a region with saturated soil and zero permeable ground left, water does not care about your zoning permits. It does not care about your municipal budget meetings. It looks for the lowest elevation and claims it back.
The Zoning Hypocrisy

Local governments love property tax revenue. High-density residential zones near transit hubs generate cash. Developers want to maximize every square meter of land they purchase. This is passing the buck from the planning desk to the emergency services department. It treats disaster mitigation as a logistical response problem rather than a spatial design problem. If you build houses in a bathtub, do not blame the faucet when it overflows. Blame the idiot who put the drain plug in and invited a neighborhood to live inside it.
The Cost of Reframing Reality
Adopting this perspective comes with a heavy downside: it destroys the comforting narrative that we are helpless victims of a changing climate.
If floods are purely natural, we can sleep easy knowing we did our best against an unbeatable foe. We can donate to relief funds, watch the news coverage, and wait for the sun to come out. But if floods are primarily design failures, then someone is responsible. Municipal leaders are responsible. Real estate developers are responsible. Voters who demand low taxes and high municipal growth without investing in subterranean infrastructure are responsible.
Taking responsibility means changing how we build, where we build, and what we are willing to tear down. It means telling developers that certain parcels of land are off-limits forever, regardless of how much profit they promise to generate for the city coffers. It means shifting from defense to accommodation—giving water the space it requires before it takes it by force.
The next time a storm hits the headlines and reporters start hyperventilating about record-breaking rainfalls, look past the water. Look at the asphalt. Look at the zoning maps. Look at the politicians weeping on television while standing in front of rivers they spent forty years boxing into submission.
Nature didn't strand those thousands of people. Poor planning did. And until we stop excusing bad design as bad weather, the body count will keep rising.
